17 dead in Tawang chopper crash
ITANAGAR/TAWANG, Apr 19: Seventeen people lost their lives when an MI 172 helicopter operated by the Pawanhans crashed near the Tawang Civil Helipad this afternoon.
Six people survived the crash but two of them are reported to be in serious condition. The chopper was on its way from Guwahati to Tawang when it crash landed at around 2 PM.
Those killed in the crash have been identified as Mrs Anita, A Baruah, Dr. Tendon, Dr Asif, Mrs R Asif, Mrs Jahara, Ms C Z Asif, Master Z Asif, Mr A Sharma, A K Saraugi, Ms N Bothra, Col Sharma, Mr W Bhatia, Mr T Mustafa including three crew members Captain A K Tiwari, Flight Attendant A Dixit and Assistant Maintenance Engineer S V Kulkarni.
Five among the deceased is reported to be from the same family.
Those who sustained injury have been identified as Captain Varun Gupta, Flight Engineer Pradip Kumar Chaturvedi, Dorjee Wangdi, Rishi Bothra, Rajendra Pal and Mrs Karishma Saraugi.
Hundreds rushed to the spot and pulled out six passengers from the blazing plane. However, very soon the whole plane caught fire making it impossible for rescue efforts.

The main cause of the accident is yet to be ascertained but technical snag cannot be ruled out, said an official source. Eye witnesses say that chopper caught fire while it was descending, crash landing meters away from the heliport.
Most of the victims were tourists.
The bodies of the deceased have been brought to the district hospital for postmortem. The bodies shall be handed over to the relatives for last rites as soon as the process is completed.
Meanwhile the deputy commissioner Tawang has declared closure of office tomorrow in remembrance of those killed in the unfortunate accident.

ITANAGAR: Condolences are pouring in as the state received the news of devastating chopper crash in Tawang killing seventeen people with shock and disbelief.
Arunachal Pradesh Governor Gen JJ Singh has expressed shock and mourned the loss of precious lives in the helicopter crash.
In this hour of crisis, I, join all citizens and pray to the Almighty to give them enough strength and courage to bear the irreparable loss and to grant eternal peace of the departed souls, the governor said.
We also pray for the quick recovery of those who were injured in this unfortunate accident, Gen Singh added.
Chief Minister Dorjee Khandu shocked at the mishap has expressed his condolence.
The Chief Minister who is currently in Tawang to attend a review meeting said “I have no words to share my grief. I am aware how futile my word of condolence would mean to you but we must take the solace that the souls are immortal.
Khandu further wished speedy recovery to those injured in the crash and have ordered for rushing them to referral hospitals as soon as possible.
The Bharatiya Janata Party Arunachal Pradesh has expressed its deep shock at the mishap and has conveyed its condolences.
Mourning the dead, the state unit BJP demanded that the government to take up with the Pawan hans authorities to press into service new helicopters keeping in view of the topography, unpredictable weather conditions in the state and review of the quality of their services.
Recalling instances of air mishap in the Tawang region, it said that govt need to ensure sound Helicopter services in place.
Arunachal Pradesh Congress Committee and All Arunachal Pradesh Students Union expressed deep shock at the tragic incident. Both APCC and AAPSU conveyed deep sense of condolence to bereaved family members of the deceased.

AACWA accuses advocate general of misleading state Govt
ITANAGAR, Apr 19: All Arunachal Contractors Welfare Association (AACWA) has flayed the state Advocate General Niloy Dutta for allegedly misleading the State Govt.
The Association president Nabam Tagam in a release said that following the advice of Advocate General, state Govt had dishonored the orders issued by courts on several occasions for making payment to the carriage contractors for the works carried out in between 2004 and 2007.
Tagam further said that as per the advice of the Dutta, the state Govt had made payment
of crores of rupees to the carriage contractors who don’t even have valid court order.
Moreover, for the same distance, same quantity and rate for ERC/PDS items, payment
amounting to Rs 250 crore was made under the department of supplies and transport.

TAWANG, Apr 19: The union minister for Rural Development Minister Vilas Rao Deshmukh stressed for a strong Panchayati Raj Institution and its effective role in implementation of RD programme.
He appealed the Panchayat Raj leaders to take active part in implementation of central programmes for ensuring proper monitoring and judicious utilization of scheme funds.
He said this while addressing the inaugural function of the Performance Review Meeting of North Eastern States on Rural development programmes organized by the Ministry of Rural development here at Kalawangpo Convention hall today.
He also highlighted that the North eastern states particularly Arunachal Pradesh had been facing problems due to lack of surface communication. Though in the recent past there had been a major boost in developmental activities in Arunachal Pradesh, connectivity had been a core issue which is being concentrated and planned, the union minister said.
“I believe in action and result oriented meeting” he emphatically said while disclosing that the rural development ministry had been getting huge budget next to Defence, the rural development programmes like PMGSY, Rural Housing, MGNREGA etc. have to be implemented on missionary zeal. While terming the day as historic, Arunachal Pradesh Chief Minister Dorjee Khandu appealed the union minister to reconsider the norms and criteria of central government schemes like, PMGSY, Rural Housing etc. which does not fit to the landscape and tough topography of the state. Khandu batted for need based basis in place of population criteria for central government programmes so that the fruits of development can be reaped by the needy especially by the people residing in border areas.
He further urged the visiting union ministers to reconsider the length of PMGSY Bridge from the current 50 Mtrs to 150 Mtrs considering the landscape of the state. The Chief Minister requested visiting dignitaries to increase the depth of black topping in Snow Fall Areas to 3 inches and increase the breadth of road to 7 mtrs.
Union Minster of State for rural development Agatha Sangma in her speech highlighted the need to bring change in the norms and guidelines of the central schemes in context of North East. She advocated for north east specific guidelines for all centrally sponsored schemes for its effective and successful implementation.
She further stressed for proper plan and policy for water management through the means of water harvesting schemes. She also gave light on improving relation with the bankers in order to ensure better funding for self employment programmes for unemployed youths.
State RWD Minister Kalikho Pul while drawing the attention of the Union Minister said the centre need to help the state to develop its roads so that with its vast resources it can become a front ranking states in the years to come. He put light on cost escalation due to the geographical locations and landscapes which need urgent review and discussion.
He further urged for maintenance fund under PMGSY scheme. “The roads here are at the mercy of nature and the nature does not accept the centre’s guidelines”, he emphatically said while appealing the visiting dignitaries to review the guidelines.
State PHED Minister Chowna Mein gave a report on the drinking water scenario of the state. He categorically stressed on the need to cherish the dream of Prime Minister who during his visit to state capital had announced to provide safe and potable drinking water to all the border blocks. He informed that the scheme has already been forwarded to the ministry which needs to be cleared. Mein further requested to initiate cold desert development programme in line of desert development programme for the state considering the hardship faced by the people living in the region.
In his welcome address state RD Minister Takar Marde pitched on reducing the cost sharing in spheres of central schemes. He also endorsed the demand of relaxing the guidelines so that it fits to the people and area of the region. He further urged for providing recurring expenditure for SIRD which has been running short of fund for payment of its various staff.

direction, control, regulation, promotion, development and sponsorship of the discipline
for which there is scope for performance in the international arena. SAI will provide
necessary support to State sports agencies for the identification, training and coaching
of sports persons including provision of infrastructure, equipment and other assistance
as far as possible. NEC, after consultations with various state sports bodies have
identified 19 disciplines to be covered under the programme including Boxing, Judo,
Taekwondo, Weightlifting, Wrestling, Archery,Athletics, Cycling, Diving, Fencing,

ITANAGAR, Apr 19 : Arunachal Indigenous Peoples’ Union (AIPU) strongly urged the State Government to release the Hill Transport Subsidy (HTS) complying with the court order.
AIPU said that the state cabinet’s recent decision opposing payment of outstanding HTS bills was unfair. Instead of bailing out the contractors, the cabinet has surprisingly gone against their interest, it said. AIPU also appealed to the PDS contractors to withdraw court case against the Government.

While appreciating the AAPSU, led by You, for untiring effort in trying to bring in change in the present scenario of our state, I however, have few points to bring into your knowledge. My point may not appeal to many of the readers but I have a deep feeling that it should at least be taken into account.
I always stand solidarity with your movement against issues, be it the NPF, the Chinese
claims or the Chakma-
The recent disclosure of more than 2000 illegal appointment of our so called Peoples First Govt. is a direct violations of our rights and a thumbing challenge to the student community. This issue,I feel,is of greater magnitude than other issues in context of student welfare because the others issues were more political in nature.
I am still confused and deeply hurt as to why the AAPSU is keeping mum on this issue. The APPSU, being the apex body of student, should interfere at the earliest. These practice of nepotism and favouratism is a direct demoralizing drug for those who give in everything in the hope that one day they would become one. I do not know how many times and how many people have been victimized depriving of their rights, particularly the underprivileged and the poor student. So, as I have said at the outset, these is a issue which is more of a genuine nature than others……because internal turbulence is more grave than external threats. First set things right within and we can be united. Silence in these issues on the part of APPSU make me wonder if APPSU is a political organization or a student organization.
You have been proving so many times that APPSU is the only genuine caretaker of our state time and again so it is high time that AAPSU prove itself as the student caretaker too. I hope AAPSU will not disappoint me and all the student community as a whole and I am keeping my fingers crossed.
AAPSU will lost its credibility and confidence if this issue is not taken up strongly.

Apply brake pedal to minimize the pace of corruption
Dear Editor,
Compromising appointments at various government establishments such as unveiled by SAF recently are demoralising today's upcoming educated generation resultantly cornering the whole tomorrow in such a spot from where it will be easy to entice them towards a wrong and dangerous direction. Instances of daring embezzlements of developmental funds into personal pockets are pouring in one after another ceaselessly and predictably followed by desperate implausible exonerations as an attempt to shield the involved by unnamed beneficiaries too often. One considers it one's right to loot the state or the nation ambidextrously if in a position to do so thoughtlessly. The ease with which architects of innumerous infamous earlier scams successfully evading legal dragnet and living opulently rather encourages and tempt one to have a go in siphoning the alluring funds. This commission Raj has contaminated the whole system right from the top to bottom. The recent nationwide furore against graft must ring the bell in the hall of the policy makers. Treating various cases of atrocities by men in uniform, nepotism, corruption and embezzlement scams frivolously and bulwarking the involved officers and individuals are stockpiling enough explosive materials for a violent eruption later. It is time the government considers to have a glance at the rear view mirror to assess how much dust it has stirred up during its governance and put a leg on the brake pedal to atleast minimize the pace of this recklessly burgeoning trade called corruption.

Than who is it that doing my work?

This is in response to an allegation labeled by All Yachuli Students Union of Administrative hurdles by people of Pistana Circle due to absence of CO since joining two years back.
I being the CO Pistana specifically want to know what administrative hurdles is being faced by the people of Pistana circle and urge lone and responsible student union of Yachuli constituency not to beat in the bush and never sing a political song without knowing the facts. If at all I remain absent as alleged then, who had conducted the Parliamentary as well as Assembly election as an ARO Pistana. Who had conducted photo electoral Roll as an AERO. Who had conducted recent Census as Census Charge Officer of Pistana circle. Who is rendering public service to people of Pistana circle irrespective of any holiday? On whose countersign people are obtaining ST, PRC, Birth Certificate, LPC and soon.
If this Yachuli students union are really concerned about Pistana circle, why Pistana circle Hq still does not have permanent office building for CO, even after seventeen years of its establishment. Why there is no quarter for CO and its staff.
Instead of lamenting and making false allegation, why not you fight for infrastructure development at Pistana circle Hq in particular and for ADC office Yachuli in general.

Every illegal act involves officials and politicians
Dear Editor,
Till now I was a lame observant of the issue “around 2000 illegal appointments”. I was looking forward to the organizations hoping for some twist in the case. Presumably it ends the way it always had.
There are no much options that a normal student or a frustrated person can possibly do in these circumstances because the scene is so stubbornly chained and twisted .Every illegal act involves a whole bunch of officials and big shot politicians. The right fact always succumbs to the pressure of money and power here. So where should someone go to ask for a way out when everything is so biased!
So I am taking my chance here to request our admirable chief minister to help the dejected unemployed youth by chalking out a reasonable outcome of the issue by his able guidance and experience. It is time to show what a government preaches and stands for. The competence of an able leader is revealed when he/she leads from the front rather than by signing MoU's or being disabled on the issues like the PDS scams or faking away from cases like the journalist assault case, the NPF move and the recent MMS clip .

Airport and safety measures
Dear Editor,
In other parts of our country or the World the Airports are usually more than 30 to 40Km away from the main city/town in order to check noise pollution. The other security aspect of keeping safe distance from the main city/town is in case of an air crash. If ever due to a technical/human error there occurs an overshot on the Runaway or crash landing the damage to life and property will be minimum and it can very much happen with many Pilots possessing fake license in India.
We the denizens of Pasighat are happy with the ongoing construction work for an airport, we will be proud to have one, but all of us have to realise the fact that the airport is not even a kilometre away from Pasighat main town. The landing and taking off of an aircraft creates immense noise pollution and the hazards it creates are well established scientifically. When there are many areas/places/options with safe distance for an airpoprt around Pasighat, our policy makers have already gone deaf with the noise pollution in the Assembly. Let’s remember that Noise is a pollution but Music is a recreation and lets differentiate the two.

There we are, in competition with China!!
Dear Editor,
Our nation as a whole has been very critical about human rights' abuses in China. The question is; are we fully immune against such atrocities? If the Innao CRPF incident is anything to go by, the answer would be an absolute no. Instead, we are a vulnerable lot at the mercy of crazy and psychotic military personnel.
The assault on the village headman and monk of the Buddhist temple at Innao by the two CRPF personnel without any reason whatsoever, reflects their incapability to be a neutral persona which is a quintessential characteristic in the job, their disregard and intolerance towards other religion shows the religious fanaticism they carry and the assault by them on its own people undermine the nationalistic obligation that they had vowed to fulfill. For a moment, it may seem that they both alone are entirely and individually responsible for the incident. Actually it is not. There is never a tinge of doubt that they are individually responsible, but entirely, they alone are not, as collectively the bug has to stop at their office which recruited, trained and deployed them.
The battalion has to own up the responsibility of the terror unleashed by their jawans and appropriately punish them so that jawans would deter from doing such offensive acts in the future.
But if the CRPF feels that by not punishing them they can come out of the mess unscathed
and unblemished, they would only be encouraging such acts. Subsequently, if these
kinds of incidents occur regularly, India will be in a real competition with China
to record-

We lost valuable books
Dear Editor,
The unexpected fire mishap that occurred at Prem Nagar, Naharlagun on April 13 caused huge damage to properties and left many people homeless. Many students including me also lost books and other materials.
I had spent huge amount of money in purchasing books but all my books were consumed by merciless fire.
It is my sincere request to the Chief Minister and education minister to provide special assistance to the students who lost their valuable books. Further I request them to provide adequate relief and assistance to those who lost their dwelling houses in the fire mishap.

Dear Editor,
I would like to attract the attention of A.P State Transport authorities towards poor service of railway counter. Being the railway reservation counter of capital complex it should have at least one telephone connection for inquiry. But the counter has no telephone connection; due to this common people have to travel to the counter again and again in case of link failure. I also request the higher authorities to provide the ticket reservation forms in the counter.

Here to check corruption and discrimination
Dear Editor,
This is in response to the letter -
The objective of the Sango Lamte Foundation is to highlight and check corruption and discrimination of all kinds that affect the society adversely. The so called high–profile members are not supposed to indulge in illegal criminal activities. In case they indulge in, they are liable to be punished and booked as per law. Hence the SLF out rightly condemns the tall claim of the WWS that it has tarnished the image and hard earned reputation of the high profile members of the Society.
So far as the question of misleading the media for cheap publicity and monetary deal
is concerned, we have to state that the SLF is a purely non-
The question of defamation arises only when documentary proofs are not available. The press release against the accused is based on FIR and the FIR is fully supported by documents. Hence, the question of defamation is not at all applicable. This is nothing but an attempt to divert the attention of the general public from the main issue of corruption and crime.
The WWS should not panic as the two FIR lodged at Itanagar police station have implicated nine individuals of different communities.
Highlighting corruption in administration is not at all mud slinging. The SLF has unearthed illegal appointment of six inspectors and two SCO’s in department of Tax and Excise and Art and Culture respectively.
So far as the question of resignation is concerned, resignation is submitted by a bonafide Govt servant. Since he had been illegally appointed on production of a fake graduation certificate, his appointment was illegal. It is up to the investigation authority to investigate fairly in order to maintain the integrity of the administrative system and book the culprit in order to give a lesson to the wrong doers.
The allegation of the WWS that SLF had approached the appointees for monetary deal is totally concocted and fabricated. It is worth mentioning here that SLF and the unemployed youths have jointly taken up the case of illegal appointments in the departments of Tax & Excise and Art & Culture of the Govt of Arunachal Pradesh. The sole aim of the joint venture of SLF and the unemployed youths is the ouster of the illegally appointed appointees. Since the fight against illegal appointment is a joint venture of the SLF and the unemployed youth, the question of approaching the appointees for monetary deal by the SLF sounds quite hollow. We would like to advise the WWS to knock the door of the court instead of barking and framing false charges.
The SLF has raised a crusade against corruption and illegal appointments in order to keep the spirit of charitable purpose alive and intact. We do not indulge in harassing and black mailing the officials and the public. We are ready to pay any price for establishment of a fair and corruption free society.
Last but not the least, the SLF would like to request the WWS not to defame the NES and other Nyishi based organizations for its own selfish gain. The Nyishi community has been playing a positive role for an all round development of the community in particular and the whole of Arunachal in general. Further, we would like to make it clear that we are not against the WWS. We have no ill will or malice against any individual or any organization. We are working for eradication of corruption.
